ECS+ is “Pay for Success Appropriate and Ready”

Every Child Succeeds is pleased to have been deemed “Pay for Success Appropriate and Ready” by the Ohio Treasurer’s office through ResultsOHIO. Every Child Succeeds Plus (ECS+) is one of five projects to earn this designation following the ResultsOHIO’s screening and review process. This designation from the Treasurer’s office is the critical first step in launching Pay for Success funding opportunities in Ohio.

“We are dedicated to expanding our outcomes-driven practices to ensure an optimal start for every child,” said Every Child Succeeds President, Dr. Jennifer Frey. “We thank Treasurer Sprague and the ResultsOHIO team for their commitment to expanding projects that work through this innovative funding mechanism to address critical social and public health challenges in Ohio.”

The job now is to secure the public funding for ECS+, a “ready” project, and potentially the first-ever outcomes-financed patnership in Ohio. ECS+ builds on Every Child Succeeds’ track record of success in achieving outcomes with families, adding new strategies to find hard-to-reach moms and focusing on health and home supports from early pregnancy to six months following birth. The result will be healthier births, healthier moms, and healthier child development.

About ECS+

The proposed project is Every Child Succeeds Plus (ECS+). ECS+ home visitors will provide services adhering to the highest standards of two national models, Healthy Families of America and Nurse-Family Partnership, which have demonstrated strong outcomes in Hamilton County and other communities nationwide. Intentional, strategic efforts will be made to identify and engage the highest risk moms as early as possible in pregnancy. Moreover, there will be added capacity and incentives to connect families to necessary resources that help meet needs and eliminate barriers to accessing healthcare.

About ResultsOHIO and Pay for Success

The Pay for Success framework means that upfront capital, provided by private investors, funds programs that address a public issue. This capital is intended to improve outcomes by scaling evidence-based programs. If those outcomes are not achieved, the investors shoulder the loss. Public funds only are used to repay the investors if the program meets established goals.

ResultsOHIO conducted a rigorous review process to understand the feasibility of proposed projects. Now that the ECS+ Project has received this exciting designation of “Pay for Success Appropriate and Ready” by ResultsOHIO, Every Child Succeeds is beginning to advocate for results-based funding from the Ohio General Assembly.

About Our Partners

Every Child Succeeds has been exploring the Pay for Success framework and opportunity for more than five years and has been collaborating with our partners, Every Child Capital and The Community Outcomes Fund at Maycomb on the proposed project.

Every Child Capital is a Cincinnati-based philanthropic venture fund committed to outcomes-based investments that support children, prenatally and through age 9, and are sustained through public, “pay for performance” partnerships. The Fund is meaningfully capitalized, with over half a dozen local philanthropic investors, and determined to improve birth and early childhood development outcomes with its second investment.

Maycomb Capital’s Community Outcomes Fund is a dedicated pool of over $50 million of mission-driven private capital for outcomes financing, also known as Pay for Success. Its leadership brings decades of experience working across government, the private sector, and social service organizations. The Fund’s objective is to provide upfront working capital to scale high-quality human service programs, such as the ECS+ Project, for disadvantaged individuals and their families.
